Motor/Robot Controller?

Your idea is not really ridiculous but something interesting. I assume you know how to interface the processor to the motor control circuits and your motor controllers are ready. If not, you may need a guy who can design the controllers and drivers for you.
I think your design is not just to turn ON and OFF the motors but to control their speeds too. One technique to control speeds is by the use of PWM. Yes, you may need the C, C++. You can contact ARM and inquire from them about your project. They may have ready source code for a project like yours. Ask if they can provide the compilers, the debuggers, and the IDEs, and other development tools for you.
