C++ is just a programming language. What you need is called an IDE, which stands for Integrated Development Environment. Your best bet today is Eclipse:

You will probably need something more advanced than what’s after C++, because the C series are only mid-level assembly languages. Not powerful enough to prgram good robots.

You need LISP for this. Download Emacs and Common LISP and install SLIME. C++ is too low level to be really good at robotics programming. Good luck.
