how do I make a switch to decide between two RC radio frequencies?

I am creating a remote controlled 'robot' (for a sumo bots competition if you care). The rules state that the sumobot must be able to be controlled from two different frequencies. Otherwise, if the competetors were to choose the same frequency, they would interfere in each other's controls. I only have about a 100$ budget for the entire thing. I'm probably going to be building what amounts to a rock with wheels.
